openindresp.dta: hcondn6 and hcondn7 variables discrepancy

Dear Sir/Madame,
I am using the indresp datasets from all the waves. I noticed that the variables hcondn6 and hcondn7 (newly diagnosed heart attacks and strokes) reported as 1 ("mentioned") represent around the 0.2%-0.35% of the total number of observations per wave except from wave J, the 10th, were they represent 1.7-1.8%. Is there any particular reason from this sharp increase in the number of reported diseases? It seems weird as the total number of observations is consistently decreasing over the waves, there was no sample boost, and the universe of individuals to whom the question is applied remained unchanged.
How should I interpret this data discrepancy? Was there any policy, campaign or incentive to test for cardiovascular risks? that brought to a sharp increase in the number of diagnoses?
To clarify the issue I attach an excel file reporting the number of newly mentioned heart attacks and strokes over all the waves, along with the share over the total observations.
