Asking health conditions (hcond*) and first apperance

Description
Almost all respondents are asked about their health conditions (hcond*) when it is their first appearance in the panel.
According to the routing: Universe: if ff_ivlolw <> 1 and ff_everint <> 1 (New entrant never interviewed)
Therefore for hcond* variables: values 0 and 1 should only be possible if the respondents are first time interviewed.
For a few respondents, their health conditions in the second or following waves have the value 0 or 1 if before missing (.) or proxy interviews(-7).
This means a few respondents are asked about their health condition in later waves if their information is not available in the first appearance.

Dear Alexander,
1) the universe condition says ff_ivlolw <> 1 and ff_everint <> 1 which means that proxies from the previous wave were asked, i.e. ff_ivlolw=-7 & ff_everint!=1 would have got that question,
2) from what I can see ff_everint might have been wrong for a few odd cases in some waves. However, the scale of this issue is very minor as I've found only 17 such cases across all waves for hcond16 who answered that question more than once. Also, in this case it meant asking a few more people than we should rather than not asking the question when we should have asked, the latter case being a bigger problem.
