NIHPS 2008-09 (SN: 5151) - correct household weighting variable?

Dear Support Team,
I am using the NIHPS 2008-09 (downloaded from the UK data archive) and would like some advice on the correct household weighting variable to use in order to produce estimates for NI households. There appears to be 1,244 households (or HRPs) in NI. Using either RXHWTUK1 RXHWTUK2 in the NIHPS 2008-09 household datafile does not bring me up to the NI household level which I gather is just under 700,000 households in 2008-09. Could you please advise which variable I should be using to weight up households to the NI level when using the household dataset? And does getting to NI population (household) estimates simply entail multiplying by 1,000 once the correct household weighting variable is selected??

the scaling factor you are looking for can be created as f=Pop_NI/Sum(survey weights). You will only find the survey weights on the data; either of the suggested weights can be used.
