<p>As this is a longitudinal survey, we know that the households issued after the first wave are eligible (ineligible households are not issued to fieldwork). But we may come to know when the interviewer calls that they have become ineligible (e.g., because they died, emigrated, or are now part of a TSM-only splitoff household). These interview outcomes are all coded in w_ivfho in w_hhsamp file. So, using that information response rates are computed where these ineligible cases are not included in the denominator.</p>
<p>However, for cases where we cannot contact people or locate them we know that they were eligible but we do not know if they have since become ineligible (because they died or emigrated) and we can expect some of them have. We currently do not provide these estimates and the response rates reported in the user guide consider non-contacts, moved but location not known as non-response.</p>

Basically, UH & UO are included in the denominator (no e).
